Summary: This paper points out that policy objectives are often ambiguous because several different agencies formulate and implement these policies, and that the same policies lack coherence with the countrys broader development objectives. The paper underscores the need for Thailand to acknowledge that labour migration in the country will remain at high levels for the next decade or two, and to change the incentive structure of the work permit system so that both migrants and employers find it beneficial to comply with it rather than work outside of it. |
